2023 Deadlines

  • The federal fiscal year 2023 Building Resilient Infrastructure & Communities (BRIC) and Flood Mitigation Assistance (FMA) grant programs application periods open on October 15, 2023
  • All PEMA Letters of Interest (LOI) must be sent to PEMA by November 15, 2023 at 5:00 PM.
  • All complete 2023 applications are due by December 15, 2023 at 5:00 PM.

BRIC Program Overview

Building Resilient Infrastructure and Communities (BRIC) program is a new FEMA pre-disaster hazard mitigation program that replaces the existing Pre-Disaster Mitigation (PDM) program.

The BRIC program is an annually funded nationwide competitive grant program; a federal disaster declaration is not required.

The BRIC program guiding principles are supporting communities through capability- and capacity-building; encouraging and enabling innovation; promoting partnerships; enabling large projects; maintaining flexibility; and providing consistency.

The overall goal of this non-disaster grant is to reduce overall risk to the population and structures from future hazard events, while also reducing reliance on federal funding in future disasters.

As with the Flood Mitigation Assistance program, this program is open to any local governments or eligible organizations; individuals cannot apply directly for the program.

The federal cost share for a PDM project is 75 percent. At minimum, a FEMA-approved local flood mitigation plan is required before a project can be approved. Some funding is available for planning.

Are You Eligible?

Only the Commonwealth of Pennsylvania may apply as an applicant.

Sub-applications must come from local governments or other eligible organizations; individuals cannot apply directly for the program.

Eligible entities may submit the PEMA Form #19 Letter of Interest year-round to get on a annual listing.  The agency issues a Application Circular once the FEMA Notice of Funding Opportunity is opened each year which provides timelines on the application submissions to FEMA.

How Can These Funds be Used?

BRIC will support states, local communities, tribes, and territories as they undertake hazard mitigation projects, reducing the risks they face from disasters and natural hazards.

This program awards planning and project grants, and provides opportunities for raising public awareness about reducing future losses before disaster strikes.

How to Apply

Applications can be submitted electronically through FEMA. Through FEMA's system, users can apply for, track, and manage all disaster and non-disaster grants grants.

What to Expect after Applying

Awards are determined by the federal agency. Award notifications are made to local level after PEMA receives the formal award from the Federal Emergency Management Agency.
