2023 FMA Dea​dlines

  • The federal fiscal year 2023​ Flood Mitigation Assistance (FMA) and Building Resilient Infrastructure & Communities (BRIC) grant programs application periods open on October 15, 2023.
    All PEMA Letters of Interest (LOI) must be sent to PEMA by November 15, 2023 at 5:00 PM.
    All complete 2023 applications are due by December 15, 2023 at 5:00 PM.

FMA Overview

The Flood Mitigation Assistance (FMA) grant program is a pre-disaster mitigation program.

FMA is funded annually; a federal disaster declaration is not required. FMA funding comes from the National Flood Insurance Program (NFIP) and is limited. The federal cost share for an FMA project is 75 percent.

At minimum, a FEMA-approved local flood mitigation plan is required before a project can be approved. Some funding is available for planning.

Are You Eligible?

Only NFIP-insured homes and businesses and municipalities in good standing with the NFIP are eligible for mitigation in this program. Applications must come from local governments or other eligible organizations; individuals cannot apply directly for the program.

How Can These Funds be Used?

Advance Assistance – Funding will be provided to develop mitigation strategies and obtain data to prioritize, select, and develop viable community flood mitigation projects.  This design work will facilitate viable projects for future grant applications.

Community Flood Mitigation Projects – The remaining set aside will fund projects for proven techniques that integrate cost effective natural floodplain restoration solutions and improvements to NFIP-insured properties that benefit communities with high participation and favorable standing in the NFIP.

Flood Mitigation Planning Grants – Funds shall not exceed $25,000 and can only be used for the flood hazard component of the hazard mitigation that meets planning criterial outlined in 44 CFR Part 201.

How to Apply

Applications can be completed electronically through FEMA Grants Outcomes (FEMA GO).

Eligible entities may submit the PEMA Form #19 Letter of Interest year-round to get on an annual listing. The agency issues a Application Circular once the FEMA Notice of Funding Opportunity is opened each year which provides timelines on the application submissions to FEMA.

What to Expect after Applying

Awards are determined by the federal agency. Award notifications are made to local level after PEMA receives the formal award from the federal agency.
