Nicole Bordonaro, Esq.
Nicole Bordonaro was appointed Chief Counsel for the Pennsylvania Emergency Management Agency, the Office of the State Fire Commissioner and the Governor’s Office of Homeland Security in April 2015.
Prior to her appointment as Chief Counsel, Nicole served as the Executive Deputy General Counsel and Deputy General Counsel for Legislative Affairs within the primary office of the Governor’s Office of General Counsel (OGC). In that capacity, Nicole provided legal counsel to the Governor and his Executive Staff, on all legislative issues and priorities in the Governor’s Office and the 36 executive and independent agencies under the Governor’s jurisdiction. As the Chair of the Office of General Counsel’s Legislative Practice Group, Nicole developed legislative best practices for lawyers including drafting and constitutional pitfalls. Nicole served as the General Counsel’s designee and chair to the Uniform Law Commissioner and the Joint Committee on Documents. Nicole also served as legal liaison to the Department of Education (PDE).
Before Nicole’s tenure at OGC Main she was employed by PDE's Office of Chief Counsel. Her primary areas of concentration at PDE were legislation, litigation and school finance. Upon graduation from law school, Nicole was employed as a law clerk to the Honorable Bernard L. McGinley, Retired, Commonwealth Court of Pennsylvania, the Pennsylvania Department of Labor & Industry and the Pennsylvania Senate.
Nicole has received numerous awards during her career, including the General Counsel’s Certificate of Excellence and the Pennsylvania Bar Association’s Pro-Bono Award. Nicole is a member of the PBA where she served as chair of the Administrative Law Subcommittee, the James S. Bowman American Inns of Court, and the Commonwealth Court Historical Society. Nicole has previously lectured and presented for the PBA, PBI and OGC. Nicole received her BA from the University of Pittsburgh, and her JD from the Widener University School of Law (cum laude, Widener Scholar).
